Cass County commissioners voted Tuesday to ask county departments to justify filling any open positions.

Steve Kain, president of the board of commissioners, said that in light of rising property taxes, the county needed to do all it could to control spending.

“It’s not that we want to say to elected officials or department heads that you can’t replace someone if they leave,” he said. “Obviously, some departments only have two people, so if they have an opening, that’ll be pretty much a no-brainer. We’ll just be asking department heads to take a look at staffing and see if they can’t do without that person.”

Commissioner Dave Arnold spoke in favor of the resolution.

“I think we owe it to people,” he said.

Kain stressed that commissioners wanted to maintain the current level of county services.

“But if we can do that with reduced costs, we should do it,” he said.

Asked whether the resolution was intended to cover the sheriff’s department and the emergency communications center, Kain said yes.

“I think the intent was to include everyone,” he said.
