Doss, who is a registered sex offender, was later found and arrested after he struggled with police at Meijer and chased customers with a pipe, Kokomo police reported in 2007.
The victim was not seriously injured in that attack.
Doss faced charges of Class B felony burglary, D felony sexual battery and a misdemeanor resisting law enforcement.
While in jail on that charge, Doss was transported to a local hospital for a mental evaluation. After filing a motion for defense of mental disease in March, Doss was evaluated by two physicians.
Months later, then-Howard County Prosecutor James Fleming dismissed the case. Court records did not state why the case was dismissed and Fleming could not be reached for comment.
