---- — Ice is building up on the Eel River at Davis Road in the second ice jam the city has experienced this year.
One resident upstream of Davis Road has been evacuated due to flooding and roads near the river have been blocked off by emergency personnel.
The river's water level began rising Thursday afternoon as snow melt flowed into it, according to data from the National Weather Service. The level peaked around noon Friday at just over 8.6 feet, little short of the river's official flood stage of 9 feet deep. It had dropped to 8.42 feet deep by 12:45 p.m.
